That is true, I have designed them before BUT consider the alternatives and what they might do to your body (mace, nightstick, punches, etc....) I think they basically have to choose the "lesser evil" to use on the guy.

I agree with Infinite42, Cutup and Sultry. +1s to those opinions, -1s to many others.

The guy was being disruptive, that is NOT freedom of speech to be disruptive, he needed to grow up and take responsbility for his actions. His MANNER of speaking was not respectful, if you want freedom of speech to say what you want, then do it RESPECTFULLY!

He deserved to be tasered in my opinion.
